Default Fluctuating Internet speed

The Internet speed fluctuâtes on our home Wireless network.
Over a 2-minute period speed drops from 2Mbps to zero and back.
Happens every 20-30 minutes or so.
Noticeable on downloads/streaming/p2p but does not seem to affect
web-browsing.
Also - does not happen for every download/streaming/p2p.
Haven't been able to pin it to anything specific.
Started noticing about a month ago.
Most users have older XP Pro laptops.
Speeds checked with 2wire.com (now Pace).
Just curious - any insights welcome.
