Default Windows Task Manager lost window frame

Help! My Windows XP Home computer Windows Task Manager no longer
displays the window frame, nor the "File Options View Shutdown Help"
pull down menus or the "Applications Processes Performance Networking
Users" tabs.

How do I get it back?

Press F11 (fullscreen key for lots of programs, including web browsers).

Double-click an empty area (a gap/margin) outside of any section/group.
