No "Local area connection" in the bindings window of advanced settings

Default No "Local area connection" in the bindings window of advanced settings

I need help. My windows xp system does not have a local area
connection in the advanced setting window. I do have a local conection
in the main network connection window. Also my "Network Setup Wizard"
does not work when I start it nothing happens. I have even tried
starting it from a command line. I have tried removing my protocols
and even the network driver to no avail. I want to bind my file and
print sharing to netbuei.
