Default RPC Database Unavailable??!?

Trying to install a HP 2175 all-in-one printer scanner, etc. into a USB port.
Computer tells me software installs fine but hardware install fails with the
resulting message. Just what IS the RPC database and how can I make it
available. I have turned on both RPC and RPC locator services but no help.
Any ideas?

Your problem could be caused by the Spooler Service not starting.

To start the service:

1. Open your Control Panel.
2. Open "Administrative Tools"
3. Open Component Services.
4. Click on Services.
5. Scroll to the "Print Services" and right-click.
6. Select Properties.
7. Select the "Startup Type" as "Automatic.
8. Click the OK button to close the window.
9. Close all windows and restart your computer.

Error message: Spooler subsystem app has encountered a problem and needs to close
