Defrag and CHKDSK are available from the Properties menu in Windows
Explorer. Right click on the drive in question, and go to Properties,
Tools. Some tools are also available from Disk Management. Right click My
Computer and select Manage.

Additionally, there are command line versions of both tools. Open a Command
Prompt window and enter

CHKDSK /?
DEFRAG /?

for the list of command line options.
