Default Can ping can't tcp /web

All right I have a WinXPSP3 box that can ping and tracert / resolve
IP address / DNS

but telnet into a specific port (80, 22 ,25) and choke.

What is happening ?

Telnet into said Windows XP box from another machine?

Just because you can ping/resolve/tracert - doesn't indicate/mean any of the
listed ports are opened and/or there is anything installed that can respond
to the request on that port.
