I am still trying to get 1803 update installed.

Installing via "setup.exe" from the 1803 ISO9660 (DVD) ?
Installing from some Windows Update option ?
Using the Upgrade Assistant EXE thing (I don't use it, but
some people seem to be playing with that) ?

Did you clear out SoftwareUpdates first (which is a way to deal
with looping Windows Update behavior). I had a problem like that
with the Insider Edition this week, and dealt with it.

If your device is a tablet, things might go differently than
for a desktop user, due to the usage of 32GB eMMC storage.

To keep your OS in a maintainable state (on a desktop), you can try:

compact /compactos:query # Goofy English statement of compacting
# policy on C: NTFS

compact /compactos:never # Force OS to decompress some compressed
# materials.

That gives me some options for clearing out SoftwareDistribution
when I need to.

The best thing to do is to let Windows install it in its own time. By
forcing an upgrade and/or update can make the system unstable and this
causes unnecessary worries and lost time.

Should we just stay with 1709 and wait for the dust to settle?

I would buy two computers, with a different version on each
one, just to be safe. On any given day, at least one computer
will work.

It will be interesting if you could use both computers at the same time
and see whether they respond to the same set of mouse and keyboard
inputs differently....

I think there are testing tools to do just that. Or you can use two
robots if not slaves?
