Default Unable to access CD'

I recently installed a new program and since then I have
been unable to access disks in my CD Rom drive. The CD
drive itself is recognized in My Computer, but when I try
to access it (w/ a disk in the drive) it says please place
disk in drive. I tried system restore to go back to
earlier settings but this doesn't help. I also tried
uninstalling the drivers via Device Manager but this
doesn't help either. Before reinstalling Win98 and then
reinstalling XP, does anyone have any ideas to try?

Remove the Upperfilters and Lowerfilters values completely from the
following registry key:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Class\{4D36E965-E325-11C
E-BFC1-08002BE10318}

Click Start, Run and enter REGEDIT Go to the branch indicated above, locate
the Upperfilters and Lowerfilters values. Right click each and select
Delete.
