Default Freeware For Transfering Windows Settings To Another PC?

I have two desktop PCs with Windows 10, 64-bit.

I'd like to be able to transfer all the user customizations that I've
made within computer A's Windows 10 to computer B. Both PCs are set up
with the same username.

Please note that I only want to transfer the user's customizations that
I've made within Windows 10. I do not want to transfer programs/apps
or their customizations installed on computer A.

Windows' Easy Transfer is no longer available. Is there another
freeware that would allow me to do what I have in mind? Please note
that it needs to be a freeware that allows copying of a profile's
settings while the profile is active. I don't want to go through the
hassle of creating another user in computer A so that its profile can
be copied when not in use.

Correct but Microsoft has partnered with Laplink and you can get an
Express version for $15. See this link:

You will need to move everything on to Microsoft Cloud and then retrieve
the settings from cloud on to your new machine. This is only with the
Microsoft Laplink Express version. I don't know about full Laplink version.

not that I know of but I never transfer settings only. It's either all
documents, settings and apps or nothing.

Another option is to try:

Settings Accounts Sync your settings.

You need a Microsoft Account so that files are transferred to your
account on Azure and when you login using your new machine the settings
will be downloaded but you also need to use Microsoft Account on your
new machine.
