Default Language Bar is not working

I have XP Media Center Edition 2002, with SP 3. I had a hard time updating
the computer with the SP3, but once it worked (following the Windows support
links for update issues), a new problem started on my system:

The language bar is not working properly.

I use English and Spanish (Mex) keyboards definitions (English is the
default), and prior to the SP3 they worked great with all programs (email,
word processing, etc). Now, the language bar appears at the bottom of my
screen, but clicking on one of the two languages does not allow me to change
the keyboard definition.

I have tried erasing the Spanish (Mex) keyboard definition and re-selecting
it, but it hasn't worked. I have searched the Microsoft knowledge base,
workgroups etc.

The only thing that seems to work is for me to use the Hot Key command (Left
Alt+shift) to switch between languages, but even that doesn't work all the
time.

If anyone knows anything about this, please let me know.

you might need to update your language bar.
