Default about windows picture&fax viewer

Can any one tell me how images of web sites i visit get into the windows
picture & fax viewer?
I noticed this condition when viewing an e-mail attachment w/pictures.
My concern is that it might be a security issue.
I know i can delete these images but can i prevent them from occuring it the
first place?

Default about windows picture&fax viewer

Not a security issue at all, you're seeing the contents of your Temporary
Internet Folder. Use Disk Cleanup to empty this folder and the problem
should go away (until your temp internet folder fills again).

Now can u tell me is there a way to open or access the picture and fax
viewer program without going through e-mail [attachments]?
