Default How do I create a roaming profile?

It says:

To create a roaming profile, follow these steps:

1. Click Start, right-click My Computer, and then click Properties
on the shortcut menu that appears.
2. Click the Advanced tab, and then click Settings under User
Profiles.
3. In the Profiles stored on this computer list, click the profile
that you want.
4. To change the type of profile, click Change Type, click Roaming
profile, and then click OK.

When I do this, I can't change type to roaming (gray 'ed out). Why?

Roaming profiles are only supported in a domain. Is this computer a domain
member workstation?

Roaming profiles are only supported in a domain. Is this computer a domain

Sorry 'bout that. From time to time in the past I have wanted to
create another user and start off that user with another user's
profile. So, I basically want to copy one profile to another.
The cited web site tells how to do it, but I can't because the 'copy
to' button is gray'ed out. So how do I do what I want to do?

The account that you are logged into in order to copy the other user account
needs administrative privileges, yes.
