I can do it this way:
Log on as admin, create the account , log off.
Log on as admin, go to Control Panel Users
and change the created account type.

For Win8...the first account created is automatically an admin account since all subsequent accounts require admin privilege for
creation. The first account created is recommended to be a MSFT account. Any subsequent account created by an admin account is a
standard account and can only be changed to an admin account after creation and completion of the account setup.

Once the second (or later) account is created logon using the initial admin account and change the second account privilege to
admin via Control Panel\User Accounts\Manage another account
