Default Devcon question

I have been using the very hand devcon with enable and disable to turn
a device on and off.

I just noticed that it also has a restart parameter.

What is the difference between enable and restart?

Enable means to make (a device or system) operational; activate. Adapted
for use with the specified application or system: e.g. WAP-enabled mobile
phones.

Restart means to start again.

I used the restart and the application that uses the device did not
start.

Maybe the "restart" only enables the device to be used while "enable"
sees if there is a program that uses it, and then it starts it.

Outta here.

Options for Devcon are listed here.

"Devcon restart" is discussed here, but I'm still not satisfied with
the explanation. Why would it require the computer to reboot ?

I used devcon -restart.

I think the -r is optional.

A restart may be needed for some applications.
