Programs with 16 bit installers, will not install on the 64 bit version
of the OS. But 16 bit installers will work on the 32 bit version
of the OS.

The 64 bit OS has a WOW subsystem for 32 bit programs.
The 32 bit OS has a WOW subsystem for 16 bit programs.

Some programs use a 16 bit installer (hey, the installer company
gave the installer away for free). While the program code is
32 bit. In which case, if it wasn't for the installer, it would
have worked.

There are also single programs (my copy of md5sum.exe), where
the code itself is 16 bit. The program has no installer, and yet
it fails on my 64 bit OS machines.

For fun, if you had a virtual machine environment set up, you
could install Windows 10 Preview 32 bit version, then install
Wordperfect in there :-)

Wordperfect (16 or 32 bit code)
Windows 10 32 bit preview --- from Microsoft (~3GB)
VirtualBox --- from Oracle
64 bit OS --- your current OS

You need a ton of RAM to do that. Maybe 4GB of RAM would be
a good minimum so "nothing pinches" and everything runs at
full speed. You'd give 2GB to your current OS and 2GB to the
copy of Win10. VirtualBox has an adjustment, where you can set the
guest OS to 2GB.

My intention of suggesting that, is purely as a test as to
whether WP would still run or not, without purchasing anything
additional. All it takes, is a ton of downloading.

In that picture, the "VirtualBox" is the insulator that
makes it all work.

The one program that I have had since 2001,and which seems to work on all
later versions of Windows is Paint Shop Pro Version 7. It was originally
purchased when I had Millennium, but it worked on XP, Win7, Win8.1 and
now on Win10 Tech Preview!
