Default HP Tech: "It's a Microsoft problem"

Installed a HP c4280 all in one with all the up to date driver. The computer
recognizes the printer (USB) and will print., but when you start the HP
software there is an error message of "No HP devices have been detected".
When the scan button is pressed the printer says "USB not connected". The HP
utility says there is a registry mismatch. Uninstalled and reinstalled 4
times. HP tech support says "It's a Microsoft problem".

I'd say it's an HP problem if a new HP device does not work.
(And. I might just take it back.)
