Default "cannot delete" error message

Boot to Safe Mode and delete from there.
(usually by tapping f8 key during restart, but each
computer may be different)

I am trying to erase a video file from my hard drive,

and
get an "Error Deleting File or Folder" message that
says "Cannot delete '-----' file.' It is being used by
another person or program. Close any program that might
be using the file and try again." There are no other
programs running; this happens when I try to delete it
right after logging off and turning off the computer and
rebooting it. I get the same kind of message precluding
moving the file.

Is there a way to override this and get the file deleted?
