Default Favorites Organizer is gone

Hi,um,when i go to organize my favorites folder, & theres nothing in the window,
here a screen capture of what i mean.

i dont know why its doin this,its not doin it on the other desk top i have.
i am running Xp on my computer if any one could help me i would greatly appreciate it.
