Default Is the MS XP activation server down.

I keep getting a message that it can't make a connection but I am on
the web OK and the LAN seems to be working between my PCs

It was turned off in 2016.

Where did you hear that? It is not in that link you posted and it was
working a couple weeks ago.
Microsoft sold me the OS and they did not say there was an expiration
date.

Internet activation was discussed in one of MS newsgroups over the last few months.
I forgot which one, probably this one.
The issues were about the internet activation servers not working.
Perhaps they are back on line now. idk.
Phone activation via number entry still worked and probably by voice call to MS, also.

I will try again a few times before I just use one of the hacks

It's a few months since I did a virgin XP installation. IIRC, you need
IE8 to connect to the activation server - and you can't get IE8 as a
matter of course until you get activated! I think the easy solution is
to do the XP SP4 installation.

That said, I think that some of my fairly recent installations have
activated as normal (must do another installation to see what happens).

I did one less than a month ago with the IE that loads with SP2.
The only thing I can think of that may be different is I had Firefox
loaded before I tried the activation. I usually do it as soon as I get
the first prompt.
I am thinking about wiping out Firefox and trying again.
I may try a scratch load with another machine that is already working
and I was scrapping anyway.

Hi,

I recently "Activated" another WinXP after I installed it.

However, I have always used the toll free telephone (automatic) method.
