Blurry GUI text on some .NET applications (only .NET apps)

Default Blurry GUI text on some .NET applications (only .NET apps)

The bottom pane header text in PowerShell ISE for example, as shown below.

HandBrake has this problem too, but EasyBCD doesn't suffer this problem. So,
some .NET applications have this problem and some don't.

I'm on Windows 7, BTW. ClearType is already enabled, font DPI setting is
already at 100%, and screen resolution is already set to monitor's native
resolution.

I already have KB2545698 update installed which may be related to this
problem but it has no effect.

This problem so far, seems to only affect .NET applications. I've not
encountered any non .NET application that has this problem.

I'd start looking at the video driver's settings, things like
anti-aliasing and other special effects. See if setting them to
defaults gets rid of the focus problem.

As I said, not all applications suffer this problem. So, video drive is not
the problem. If it is, all applications would have blurred text. Also notice
that the blurred text in the screenshot is only half of the whole text. i.e.
the first half is clear, but the remaining is blurred.

LCD screen going out? Is the blurriness in the same spot on the screen in
each case?

I wasn't sure from your non-annonated pic which was blurry and which was
not. All text looked blurry to me although some more than others. The
"Ln 1 Col 1" at the bottom seemed to be as blurry as the "File Edit"
(toolbar) at the top. The bottom pane's title is mixed on blurriness:
"PS C:\Windows\System32\" is more clear while "WindowsPowerShell\v1.0"
is more blurry, and that's at the bottom of the window.

Sometimes text just looks like text characters but is actually an image.
The images (icons) looked more blurry than the text which is why I
mentioned looking at the video settings (both in Windows and using any
ancilliary software to adjust the driver).

Which Windows theme are you using? You could try switching to a
different theme and then switch back to see if you manage to step on
whatever settings are fouled. I've also seen where you changed the font
size by even just one point, Apply, and change back to the original size
fixes font rendering problems. The gradient in the titlebar hints that
you are using some classic theme or the elements in the window are not
using the Windows theme at all but the settings used are for non-themed
windows elements. Have you tried changing the fonts? To check either,
go to Control Panel - Personalization - Window Color (bottom row in
the window) - Advanced appearance settings. Playing with those
settings, like changing font or font size, might help. Sorry, but to me
the bottom text looks just a blurred as the top text but the "PS" path
title has some text that is more blurry than other text within that same
line.
