The OP said he had sp3. He seems to not want to look where I suggest he
look yesterday, i.e., in %windir%\ServicePackFiles\i386

I want to thank ALL of you who replied to
my post .
What I did was download " framedyn.dll "
and dragged it into Windows\System32\wbem folder .
It seems to be working so I'll leave well enough
alone .

Default Reinstall " framedyn.dll "

When searching for the file, did you first

A) in control panel, folder options, view tab:
- Check show hidden files and folders
- Uncheck Hide extensions for known file types (so you can see the .dll
part)
- Uncheck Hide protected operating system files (click yes or OK on any
warning message that pops up)
- Click Apply OK

B) in Search, click more advanced options and check the first three boxes.

Then search your entire C:\ drive for framedyn.dll
