Default Seeing offline web pages

1- i have many saved web pages (htm/mht format) but when i open them i
receive a message with two buttons "stay offline" and "connect".
how can i get rid of this? is there any utility or code to avoid this?

2- What is the logic behind saving pages in TIF? Some are saved others are
not.
In other words how can i manage my TIF so i have files available while i am
offline?
