Default Strange Download behavior

IE under Winxp Pro (new install) will download about the first 400KB of a
file on the internet in a second or two, then stop for a long time then
downloads the rest in dribs and drabs very slowly.

If I cancel the download after the first burst then start it again it now
down loads another 400KB or so then repeats the halt. Every time I cancel
and restart the same thing happens.

Anybody know how to fix this?

Default Strange Download behavior

This may help...If not already running, go to the Computer Management
consoleServices and ApplicationsServices. Make sure these 3 services are
running (set them to automatic): Application Layer Gateway Services, DNS
Client and IPSEC Services. Then go to "Run", type in "cmd" (without the
quotes). At the command prompt type this: ipconfig /release. When the
cursor moves to the next line type this: ipconfig /renew. Close the
window. Start your browser and see if this info worked. Good Luck.
