Unfortunately DOC has poor support outside of the MS Windows world.
For instance OpenOffice and LibreOffice can open them but the results
can be disappointing with complex documents.


Most people use windows.


LibreOffice is now up to version 5, and I have it installed on
a copy of Windows 10.

You can open a PDF in LibreOffice, but it opens in Draw
rather than Writer. Still, for a person like yourself,
you'll get a laugh out of the mess it makes of a PDF.
Give it a try. Libreoffice is free.

My point was people with Windows have good DOC support.

to provide forms that users can fill them out in their own time without

It's been read only every single bloody time I have to enter data into one. Never happened with normal formats like doc and rtf, which simply don't have a read only function. Making something read only is censorship and must be stopped!

Remember that you're dealing with a million forces in
industry, pulling in all directions.

Look at how many video "standards" you have.

Look at how many image or picture "standards" you have.
Some so complicated, that no one tool (not even Irfanview)
can successfully open them.

PDF at least, gives us *some* means to share
documents, without sharing source. I'm pretty happy
about that.

Yeah, that too. They both go pretty much hand-in-hand. Children and
