Default Formatting External drive

I have a Western Digital 1.0 TB drive WD10EALS that I'm attempting to
install as an external drive through a USB port. When plugged in,
Windows XP said it found it and installed it. But, it is not accessible
and not given a drive letter. I've tried Western Digital's Diagnostic
and their Align programs and neither recognize it to work with it.
How do I get it recognized or formatted, which ever I need done?

Go to Administrative Tools; Disk Management in Control Panel and give the
drive a letter. Then it'll show in explorer, etc. as it's supposed to.

To format it, just right click the icon for the drive letter or use My
Computer and right click the drive letter, and choose format. Follow
instructions.
Most are preformatted; are you sure you have to format it?

The 1st post is somewhat correct,however,try run,type: diskmgmt.msc
In msc,L.click the drive,go to actions,all,select: "make active"

You don't really know what this "make active" thing is now, do you?
