I do not have Spectrum cable nor do I plan to get it.

However I do have a problem with Spectrum Cable. The house next door
(Its a new House) recently got Spectrum cable. Rather than bury the
line as they should have they laid it on the ground in the weeds on the
lot line. It has been this way since Christmas when it was installed,

Twice now I have gotten into this cable with the lawn mower when I am
mowing in that area.

Does anyone know of a way to report problem with their system to
Spectrum IF you are not a subscriber.

I contacted the electrical power company and they say the cable is not
there's

The alternative is to forget about it and if it gets cut, it gets cut.
It is not to my house.

What about talking to your neighbor first?
They should be happy to move the wire. More
likely, they should be happy to call Sspectrum
and complain.

Aside from that, I'd try the local building inspector,
or other local officials. The cable should be either
buried or on a telephone pole. It sounds like a
flaky installer was not doing their job.

Like in many additions, our schedule do not match, and I very rarely see
them. (They are working when I am home and visa versa.) Being new I
don't have thier telephone number

How about placing a note on their door.

you presumably know their name and you obviously know their address, so
finding their phone number is easy.

it's possible that they were waiting for warmer weather to bury it. not
likely, but possible.

have you talked to the neighbors about it?

or just call spectrum and demand that it be installed correctly. there
should be a way to talk to a human.

if that fails, call whomever is in charge of public utilities in your
city or town, file an fcc complaint and/or contact a lawyer.

keep in mind that if you ever want to sell or even just refinance your
property, a visible cable is almost certainly going to be an issue. you
definitely want it resolved correctly and as soon as possible.

I contacted the electrical power company and they say the cable is not
there's

it isn't.

that doesn't matter, and cutting it could result in legal problems for
you, even if it's a mistake, plus it could damage your mower.

and then there's this, from the most hated company in america:
https://consumerist.com/2016/07/06/c...angling-in-bac
k-yard-of-non-customer-for-more-than-2-years/
Nearly three years ago, Comcast workers told a Utah homeowner that
they had to quickly strung a cable across her property to fix an
outage. The Comcast-ers promised to come back soon and bury the
unsightly line, but never made good on their promise at least until
a local TV news reporter got involved.

What to do, what to do...

How about leaving a note on their door with your phone number asking them to
call you.

Finding the number of someone's cell phone is next to impossible.

Why not just call Spectrum and ask them to fix it?
Give them two chances then if it gets cut, it gets cut.
ATT here is the same way. Most of the cables are on the ground near the back
yard fence. They are constantly getting cut. It's a weekly event.

Drop a line or two in his letter box. Is there such as tradition to
drop a message in a letter box in your country? In UK we do that all
the time but as you may know, we hardly meet our neighbours. I live and
work in London so clearly we have people of different cultures so we
have to tread very carefully what we say and how often we get together.
I don't meet any of them and they don't meet me. So it is quite
convenient to avoid each other.

If he can't act quickly then you are within your rights to get rid of
the cable within your property boundaries after you have given
sufficient notice. It's silly of them to trespass in your property.

By the way we normally say "vice versa" not "visa versa" as you put it.
I don't speak American!!!

it's not trespass if there's an easement.

Look at the cable run over the ground in this video.

You can perhaps hazard a guess, that the lot layout here
lacks proper consideration for utilities and easements
associated with them.

At 1:18 of 6:11 video.

https://www.youtube.com/watch?v=0W-AVh3hg8E

If I lived there, I would be keeping my lawn mower
blade extra sharp, just for my "utilities work".

*******

You need a right of way and poles, if you expect to
route things through the air. This document discusses
the charges involved. Maybe you'll get a story about
"we don't gots the right to connect to that thar pole".
In which case, you might revert to your city bylaws regarding
what can and cannot be done on a property line. The
bylaws exist for settling disputes between property
owners. You cannot "crap" on the property line,
and expect to get away with it from some value of
"legal uncertainty". The city knows all about this
stuff. And the bylaw inspectors are quite quite
busy, settling "crap" issues like this.

http://www.nordicity.com/media/2015123qwzkrubuk.pdf

There is a utilities easement in the lot plan here, and wooden
poles planted in that area, which carry those sorts of utilities.
Power, cable, and telephone/ADSL are back there. No idea
what happens when they want to run fiber optics. Fiber optic
trunks here are buried via a trencher, so there's nothing
to see when the line leaves the CO. But when the day
comes they want to do FTTH, it'll be a different matter.

The cable TV line to my house, flies through the air from
the pole, to a high point on the house, then down the side of
the house to a (fake) demarc box, then from there the installer
drilled a hole through the window framing (up high on the frame,
not near the bottom). And that's how the cable wire gets in here.

I've also seen installs, where the wire enters the house around
the second floor, under the roof, and then is fished down a wall
to a first floor residence. So practice here seems to be, to run
flying wires parallel to the ground, and then take a vertical route
once you get to the house. Rather than taking the shortest
route through the air, to a lower entry point on a house.

The trick with our installers here, is getting them
to use caulk to cover the hole. You would have to
stand there and watch them, to get a quality job.

I do (if you consider VoIP a landline).
