Just installed the 1803 update.

ability to scroll with the touchpad. The new update did not return that

Scrolling is a minefield.
Different laptops use different touchpad chips
and different drivers.
Before tablets, when you scroll with a down motion,
the screen actually scrolls up exposing more at the bottom.
When you scroll a tablet, scrolling with a down motion
drags the screen contents down exposing more at the top.

I've seen both on different laptops with win10.

There are dozens of different touchpad drivers.
Only thing I could do was to keep installing different drivers
from different vendors
until one worked. It has been different for each laptop.

Sometimes, I could execute the driver install script and windows
would figger it out and install it, but not necessarily make it work.

Other times, I had to extract the contents of the install program
and point device manager at the extracted driver directory.

The drivers labeled for ALPS seemed to be more compatible.
You might be able to reinstall the old win7 drivers in compatibility mode.
