Slower downloads of updates when not there?!
So I wanted to update a driver. I asked it to use Windows update. It found 4 other updates I didn't want at the time and insisted on doing those too. Whatever. So I went off and did something else. Then I find that when the monitor goes to sleep when I'm not there, it downloads at about 10% speed. It only downloads fast if it thinks someone is watching. Who hires Microsoft programmers? Please, throw them all off a cliff and start again!

You did not tell us what kind of computer you are using. I would start by
looking under the Control Panel at the Power Options. It sounds like you may have a laptop which is configured to slow down to conserve battery power. No, it's a desktop. All power options like that have been disabled since it runs 24/7 as a server etc.
