Default system restore error

This still doesn't work. When I type in sysdm.cpl
in "run", I end up at the system properties - no system
restore tab available. Also tried the second option and
do not find a file "sr.inf". Only find "sr"
or "sr.PNF".
Any other suggestions for system restore?
