Default Battery meter

I am considering buying a refurbished Dell laptop. On the one my friend has
you can access a battery condition meter by clicking FN / F3 as I recall.

Is this a Dell feature or is it a part of Win XP that only loads if
installed on a laptop?

I am hoping I can install my Win XP SP3 disc onto the laptop and I will
have a battery meter capability?

It's a Dell feature. My F3 key has a battery icon on it to turn the
display on and off, though it doesn't seem to work. (Perhaps, like
the ability to configure the touchpad, it requires downloading an
extra driver from Dell's site; I haven't investigated.)

I can confirm that it's not part of Windows: my Acer laptop with
Windows XP has no such feature.
