Default Restart in Safe Mode

How does one restart in Safe Mode with Windows XP. There's no provision for it.

The "help" explanation says to restart in Safe Mode one must select from a
drop-down dialog box and press F8. There's no drop-down dialog box.

When I click "Start" then "Shut down computer", the dialog box that appears
gives only 3 options:
Standby, Turn off, or Restart

Can anyone offer some wisdom, please?

Default Restart in Safe Mode

As the system starts (before you see any windows screens) press F8
repeatedly until you get a boot menu then use the arrow keys to select Safe
Mode.

Read the instructions again. The only time the instructions in the
Help files mention a drop down box is in describing how to shutdown the
PC. Obviously, there'll be no drop box during startup.
