Default missing or corrupt files

I had this on a laptop PC that had WinXP installed with - dare I say - a
program that .... how can I put this?... by-passes the activation process
:-)
I should quickly point out - in case Mr Gates is taking time out from
counting his billions, I was so sick of this I reloaded WinME on it!

It could be failing hardware though.
