Default folders and files not displayed in Windows Explorer

I have "Folder Options" set to show system and hidden files, yet when I open
C:\Windows\Local Settings\Temporary Internet Files, Windows Explorer shows
81 objects and no folders. If I right click on Temporary Internet Files,
properties, it says it contains 916 files and 5 folders. How can I see the
missing files and folders?
