Default 1903 breaks drag & drop shortcuts

Apparently since upgrading to 1903 you can no longer drag and drop files
on a shortcut to a network shared folder.

Details:

I have a shortcut to a network share on a file server on my desktop.
Before update I could drag and drop files onto shortcut and the files
would be copied to network share. Now the circle-slash cursor appears
and no copy occurs.

If I double-click shortcut the network share does open in explore and I
can drag and drop files into that window. So it is not a broken
shortcut, nor a share permission issue.

Creating a shortcut to a local directory does work.

Creating a new shortcut to the share on any other share fails!

New "feature"?

A network shortcut does work if share is mapped to a drive letter, WTF
shares have to be mapped now?
