Has Windows 1903 been released to the average user?

If so I would like to get it when it is convenient for me not when MS
has s free modem on their server.

yes, but you have to request it.

go to windows update whenever is convenient. i did it last week. no
issues.

Yup. Did the update check yesterday; got the defender stuff 1st then
the update & install.

Also left my usb3 harddrive connected so the still went OK. Don't
know if an update to 1903 would be done when a thumb drive or microSD
was connected.

Sure it is available at a time and place convenient to you, not on MS

Demand has been pretty high considering people were eagerly waiting for
this major upgrade. All my machines have this and the users in my firm
didn't even notice that their machines have been upgraded. I have also
applied the cumulative upgrade for this version and it too went without
any noticeable problems.

Go ahead and get it before stock runs out. Next major upgrade is in
about 6 months time. On or about the October time.

Will the downloaded ISO fit on a 4.7 GB DVD like previous versions did?
Or is the 1903 version too large and must be placed on a thumb drive?

No it will not...I used a Thumb Drive for the installation

GB DVD. I have not yet tried to install from it, so you might be
correct. My searching found that some who had failures doing so, seemed
to think it was all the language files that made it too large for the
4.7 DVD. When I downloaded the ISO, the highlighted language option was
for English only. Perhaps that is the reason?

In order to do this, you will need to visit the interstitial subquantum
reality at nC.457324561 (nanochronon resolution required), where time
runs a little slower and it will still be 2018 for a few more weeks.

Note that suitable used interstitial time machines are available in
uC.666666 for as little as 37 cents.

It's a 3.69 GB image on my machine.

Note: If you saved it to an .iso, which I presume you did if you burned
it to disc, you can have Windows Explorer mount it as a virtual disc, and
do an in-place upgrade from the virtual disc. Daemon Tools works too, if
you have it (there's a free version).

All the disc reading is done before reboot.

These are what I got on May22,2019

Win10_1903_V1_English_x64.iso 4,939,528,192 bytes === "a little big..."

Win10_1903_V1_English_x32.iso 3,493,140,480 bytes

According to this, the detailed table half way
down the page, lists 4,700,000,000 bytes or so, for
a single-layer DVD.

which means the 64 bit OS disc is a bit too big.

The downloaded discs contain 11 different versions
of Windows 10 (such as Home and Pro and Workstation
and Educational or the like). All versions on an
English disc are English. There are no other languages.

I already made a post, detailing a method for re-mastering
the discs to make them up to 500MB smaller, sufficient
to make one fit a single-layer DVD in the case of the
64-bit one in the example.

The largest Microsoft-released ISO in my collection is:

Win10_1809Oct_English_x64___10.0.17763.107.iso 5,075,539,968 bytes

which is perhaps the first release where I
"noticed there was a problem" with this, and
at that point, USB flash keys become more
practical. I don't stock dual layer media, because
of the "movie tax" my country has placed on such
media (dual layer is taxed, single layer is not).
The tax is given to "starving lawyers" so that
their sirloin steaks can be thicker and more
juicy.

Yes if you use a Windows 10 machine to download the ISO. If you use
something else then the ISO will pack some additional programs just in
case they are required to install. Microsoft is trying to play safe.

Somebody tried to use a Linux machine and the ISO file was too big to
fit into one DVD drive. He didn't try to use double layer DVD disk but
it should fit into a double layer DVD. The capacity of double layer DVD
disk is 8.5 GB. i used the ordinary DVD disk and it fitted perfectly
but I was using a Windows 10 machine.

You didn't try double layer disk!!!!! The size of double layer disk is
8.5GB. Also, you didn't tell us which machine you used.
