I had a problem getting to 1903, but I think the problem was MS had
declared the hardware too old.

Then I read MS was going to update older machines, and I was patient.
One day, a group of new updates offered. Installed all the updates, and
then 1903 was offered as an update.

But the update failed. I did a manual check for new updates, and one of
the original group of updates was offered again. I don't know why.
Again I installed the update, and this time 1903 installed.

So, I'll ask, have you done a manual check for available updates other
than 1903?

Manual check for updates identifies you as a "seeker", with whatever
that entails.

I've been seeking that winning lottery ticket a long time, but with no
success.

I've no idea what a "seeker" in MS's eyes means, but I guess I'm not
terribly worried about it. LOL

I'd have to say, I do manual checks because I don't trust the system to
actually keep my systems up to date. Too many times, I'll see a message
that says I'm up to date, then a manual check finds more updates. If I
was up to date, there should be no further updates, especially when the
system does a check after installing the updates and gives me the no
more updates message.

someone who request windows updates, rather than wait for them to be
pushed, potentially interrupting whatever they're doing.

Running Windows Update Repair finds no faults. I tried deleting the
Software Distribution folder, again with no effect.

How new is your hardware?

I have done a lot of updates but one older machine would not go
beyond 1803

Bought new in 2015

Well, most of the machine I upgraded were that age or older.

Saw this though

https://windowsreport.com/error-code...indows-update/

It's possible the error is not "something happened", but
an error of "path not found".

The trick then, is to find a log file and see if the
path that is not found, is listed. As that could be
a breadcrumb for a more focused plan.

I mean, we could fix everything with a Repair Install,
except when it was an install you were doing in the
first place, and the Repair Install is also not likely
to work, and for similar reasons (with respect to some
"path" damage that stopped the other install from
happening).

Yeah, running DISM and SFC is fun and all, but how often
does stuff like that actually fix things ?

Microsoft made the arbitrary decision, that if you click
the "Check for updates" button, it would change the behavior
of if/when updates would show up.

It makes about as much sense as the behavior
around their "hours of use" setting. Where it
seems to me, updates seem to happen during
"the hours I use my computer".

Just some additional random variables, thrown in
for fun and unexpected outcomes.
