Default LOST START UP MENU, TASK BAR, and DESK TOP ICONS

A few days ago I started getting security warning pop-ups like crazy,
promptimg me to purchase MS VIRUS PROTECTION, it had already been scanning ,
but wanted me to purchase full product to remove . Yes, I panicked, I tried
to purchase the program, byt the purchase was declined, ( can you say RED
FLAG ) This repeated few more times, I was also getting message from
Win-PC-Defender to purchase same type software. I looked them up and they
seemed to be on the up & up so I purchased software. I'm running McAfee also,
anyway in the mist of all this when I would have to restart, sometimes the
start menu, task bar, & desk top, would dissapear but eventually appear, now
they are not on screen, I have been using Task Manager to get online, scans,
etc. I'm not totally computer savey, but I'm not totally stupid either,
PLEASE, if anyone can help me, I' kind of going nuts
