Default Admin tools

I have XP HE not PRO and I know that PRO has a program in
it(Group Policy Editor I think) to alter each account HE
doesn't. You should be able to simply open the account you
want to have the admin tools on and then when you have
that users desktop simply right click on the taskbar then
properties\Start Menu Tab\Customize button\advanced
tab\then under "start menu items:" scroll down to the
bottom and you will see the admin tools. Now put a dot in
one of the two first choices and it will be displayed
under your start button. Keep smiling.

Thanks. I can get at them that way but I'm puzzled why the don't show via
the control panel?
