Default Admin Rights not recognized by Internet Explorer in XP

Quite a long time ago I had my computer with XP setup with three accounts: Admin; mine; and on for a friend's kids to use. Well they moved out and I deleted the "USER" account and the Admin account. I know the admin account is still there and can be accessed, but that's not my question.

My account has had Admin rights since day one. A few months ago I started having a problem with Internet Explorer after an update. Whenever I attempt to change a setting in Internet Options I get an error message telling me that "The operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

IE version # is listed in the subject line.

Update versions a SP1; Q328970; Q324929; Q810847; Q813951; Q813489; Q330994; Q818529; Q822925; Q828750; Q824145

What must I do in order to be able to re-enter the Internet Options and get access to the Disability Functions (ignoring a web site's background color, etc...)

See www.dougknox.com, Win XP Fixes, Fix Internet Options Restriction. Then
see www.lavasoft.de for AdAware.
