I am running W10 home 1803, build 17134.523.

I have storage sense set to run daily, to clear out items from the
recycle bin after 60 days.
However there are items still there which I deleted 62 days ago.

Another Microsoft feature not working!

Are they in use? Can you empty the bin?

They are not in use as they have been in the bin for over 60 days. Doubtless I could empty it
manually in which case what is the point of Storage Sense?

I'm just trying to rule out the possibility that something might be
accessing the files and blocking their deletion. Try doing it manually and
see if you see an error.

Maybe it's an insignificant glitch. Maybe they have been deleted but
the display is wrong or misleading. Maybe the files are very tiny and
it doesn't much matter whether they stay in the bin. Just delete them
manually and move on and stop whining.
