how can i send a Fax Using Client Computer that Connected to the Internet
via VPN Connection in Windows Xp Service Pack2

The simple answer would be that faxes are sent via an analog modem connected
to a telephone line, and have nothing to do with VPN or an internet
connection, unless you are using the same modem for the internet connection.
(In which case the internet connection would not be available until the fax
is completed.)

External devices and non windows fax software may change this behavior.

It is possible to send a fax via an internet subscription service. You
basically send the fax message to the service, with the recipient info, (via
email or other transfer method) and the service actually sends the fax.

You can't. The Windows XP Fax service cannot be shared by a client computer
regardless of how that client computer is connected to the Windows XP
machine containing the Fax modem. This would require a third party Fax
service that supports sharing, adding a Windows 2003 Server or Small
Business Server which both offer Shared Fax services, or, as Chuck suggests,
an Internet E-Faxing service.
