Default Prints are 1/4" higher than margins specify

Hello. Since installing Windows XP, my HP DeskJet 600C is printing
everything 1/4" higher on the page than I specify. This occurs in all
applications: Word 2003, IE 6, Firefox 1.5, Acrobat 7 (plugin and
application), etc. In the web browsers, the header (URL, page count)
is printed at the top edge, since moving them up 1/4" would put them
off the page.

I blame Windows built in print driver, but I can find no way to adjust
this. I notice similar behavior (but not as bad) on a DeskJet 722C on
Windows 2000. Is there a way to adjust the print driver settings?
Can I replace the driver with one from HP (though they don't supply
one)? Thank you.

Are you and your computer both in the same country? It sounds like it has
the wrong page size set.... maybe A4 instead of Letter (or vice versa)
