System Restore???????

Well, I am having problems w/ my computer. I wanted to
use "System Restore" to fix this issue, but that doean't
even seem to be working. When I open it, it just opens a
blank white page.

Could it be that this happened because I downloaded some
anti-spyware programs? It seemed that problems occured
since that happened. I uninstalled that now. What should
I do to be able to use "System Restore." I also can't
access the "Help & Support" center that came when I
bought the comp.
