Default IGMP MODE_IS_EXCLUDE - Why ?

Hello All,

I've been looking at some IGMP packets and read RFC3376 to make sense of the
contents, but I can't seem to find any explained reason its existance.

In my case, why would my XP sp3 machine *not* wanting to be accepting a
specific broadcast-IP ? Which process determines that and on which
grounds ?

I've tried to google it, but most all results seem to be iterations of the
how, not the why of it. :-\
