I tend to use it all the time; certainly it avoids ambiguity where the
last or second-last entry is a multiple (e. g. contains "and") as here,
but I've never seen any problem caused by using it everywhere. In fact,
I always found/find that _not_ using it seems unnatural, and implies a
connection between the last two that is not there in practice.

It reflects how I'd speak a list - I'd always put the same pause before
the final "and" as I would between earlier entries, so I feel happier
putting a comma there when writing/typing it.

Same with me (except occasionally when I forget G)

If it were up to me, it would be a standard.
