I reckon "First Lord of the Treasury" would be a better alternative title
for the Chancellor of the Exchequer, given that the CotE is responsible for
financial matters.

No, because the Prime Minister appoints the Chancellor and ultimately
decides financial matters.

The Chancellor of the Exchequer is the bean counter in chief, and
traces what happened to the beans in the past. The First Lord of the
Treasury is the one who *decides* what is to happen to the beans in
future (or "going forward" as the bean counters and hoi polloi like to
say).
