Default Windows XP restarts itself when logging off, shutting down or restarting

Hi all,

How can I make Windows XP not restart by itself when logging off, shutting down or restarting?

Expected result: The computer should either log off, shut down or restart.
Actual result: The login screen says "Saving your settings..." and disappears and restarts itself.
