Default XP Setup wierdness

Can anybody tell me how to fix this one? I'm using XP Pro.

Situation: I upgraded my wifes computer to AMD2600 chip,
PC3200 RAM, new DVD burner, extra 80 gig HDD.

I put all these parts, the old video card (MSI GeForce-2-
MX 400), capture card (disabled),
and old hard drive containing the O/S on the new board, an
Aopen AK79D-400 Max.

It blue screened at boot. i did the XP Repair process
using the CD. Had to reactivate over the phone. I cannot
get an IP address out of APIPA range. IPconfig /release
does nothing, and /renew tells me "an operation was
attempted on something that was not a socket".

I reinstalled all the drivers, even went to the registry
and deleted all references to any "local area connection",
rebooted and reinstalled drivers. Added the linksys card
from the old XP box, same errors as with the built in NIC.

If I manually configure an address, I can ping the gateway
and browse my network, but still cannot install Roadrunner
software, as there are "No Network Cards Installed" (even
though I can browse my network. Sometimes the error says
the card is configured for DHCP, but cannot release or
renew an ip address. (It IS set up for DHCP in its
properties)

References to DHCP event ID 1006 on the web hint at a
socket or TCP/IP stack problem,(requested service provider
could not be loaded or initialized)Unlike Win2k, I cannot
figure out how to reinstall TCP/IP in XP Pro
