Windows XP like a strobe light

I just recently purchased a brand new pc. I started it up
and the windows xp loading screen appears but after about
two passes of the loading bar the whole screen becomes a
flashing windows xp loading screen. It has been doing it
for some time and seems to be getting worse. The rest of
my pc is starting to run slow. Any ideas?

If it's a recently purchased brand new PC, it's likely still under warranty.
Take this up with the vendor.
