Default XP Firewall shuts down when OE is opened--Posts are NOT showing up in this NG

Re new Dell desk top--XP Firewall Shuts Down with OE:

After reloading all their factory installed software (had to have a
computer tech do it), now when opening OE, the XP firewall shuts
down, and the warning pops up in Systray.

Also not receiving all the emails, but not receiving from same
No "Failure" msg. comes back, but sender's receive one.

What's going on, now? Thank you.

Shutting down the XP firewall is not normal behavior for Outlook Express.
It sounds like you may have been infected by malware before all update
patches (including OE updates) were installed. I don't which bit of malware
(out of many that can and do shut down the firewall) you've managed to
acquire. Have you scanned the system for virus and malware yet?

NOTE: In my opinion, the tech should have installed security updates for
you or at the very least cautioned you to do so as soon as possible.

When a sent email results in a "failure to deliver," the notice is sent to
the sender and not to the intended recipient. If senders are receiving
"failure" notices after sending you email, they are not entering your email
address correctly on their end.

This indicates a malware infection. Some unwanted program is detecting the
start of OE (msimn.exe) and shutting down the firewall.
